Te Toki Tē Tangatanga: Iwi-Māori Partnership Boards Governance and Leadership Programme
Delivered across Pōneke, Tāmaki Makaurau, and Rotorua, June–July 2025
HPCE Aotearoa was proud to deliver the inaugural Te Toki Tē Tangatanga event series on behalf of Manatū Hauora and Mather Solutions Limited.
This was a strategically significant, multi-location programme designed to strengthen the governance and leadership capability of Iwi-Māori Partnership Boards (IMPBs) across Aotearoa. Delivered across three regions: Pōneke, Tāmaki Makaurau, and Rotorua, this series brought together IMPB members, Māori health leaders, and sector stakeholders in a powerful two-day wānanga format.
"Te Toki Tē Tangatanga" speaks to carving a clear path forward. The key goals of the event were to strengthen the governance and leadership capability of Iwi-Māori Partnership Boards across Aotearoa, with a focus on kaupapa Māori approaches to strategy, commissioning, system reform, and measuring outcomes.

The programme, grounded in kaupapa Māori and practical application, explored key themes such as strategic leadership, commissioning, and outcome measurement. Attendees had the opportunity to engage with some of Aotearoa’s most respected voices in Māori health and governance, facilitated by Dr Jim Mather.
This event stood out for its complexity; delivered nationally across multiple sites within a tight timeframe and under high expectations. Ensuring consistency in both kaupapa and quality across three regions, while also tailoring each wānanga to reflect the unique local context, added a further layer of challenge and significance.
Delivery was confirmed eight weeks before the event, leaving under six weeks to roll out the full programme across three locations, making timing a critical factor.
To keep our team on track, we established a master timeline, regional delivery teams, and used a kanohi ki te kanohi (face-to-face) relationship approach to confirm venue, programme, and speaker logistics. Regular check-ins with all partners kept delivery aligned.
Each wānanga had a dedicated HPCE event lead and production liaison. We used a detailed run sheet and production cue plan to keep the flow smooth and responsive to speaker needs and timeframes.
Innovation played a strong role in our strategy, and our events included a roaming production model that allowed consistent branding and AV delivery across three sites, along with a centralised comms and registration hub.
Cultural capability was thoughtfully woven throughout every aspect of this event. Our team embedded tikanga Māori into the programme design, venue setup, and speaker support ensuring each element honoured the kaupapa. Digital tools were also used for registration, evaluation, and pre- and post-event communications, helping us minimise paper waste and align with our sustainability values.
From venue selection and logistics through to programme flow, production, and speaker support, HPCE managed every aspect of delivery with care, cultural sensitivity, and operational excellence.
